PUBLIC AFFAIRS OFFICER, JOINT FORCES TRAINING BASE
Colonel (CA) Richard W. Lalor received his commission in the California State Guard in August 1998. He assumed his current assignment as Commander, Installation Support Command, California State Guard, on January 1, 2017. He simultaneously serves as the Public Affairs Officer for Joint Forces Training Base Los Alamitos and Los Alamitos Army Airfield since March 2014. Concurrent responsibilities include service as Public Affairs Officer for the California Army National Guard’s Recruiting and Retention Battalion and as a contributing writer and photographer for the California National Guard’s Grizzly Newsmagazine.
Colonel (CA) Lalor’s leadership assignments within the California Military Department include Director of Recruiting for the California State Guard from July 2004 to July 2007, Commander, Recruiting Task Force South from August 2007 to February 2011, Deputy Commander, Installation Support Command from January 2014 to May 2016, and assignment as the first Commander, 224th CSG Support Brigade, from June 2016 to December 2016. He served as a California National Guard DSCA Liaison Officer from 2007 through 2013, including Operation Fall Blaze and other emergency management incidents. Colonel (CA) Lalor served as Chairman of the Recruiting District Assistance Council for U.S. Navy Recruiting District Los Angeles from 1995 to 2002.
Colonel (CA) Lalor studied Journalism at the University of South Carolina in Columbia, S.C. and earned a Bachelor of Arts Degree in Education from Curry College, Milton, Mass. His military education includes the Military Police Officer Branch Orientation Course, Military Police Officer Advanced Course (Phase 1) and Reserve Component Public Affairs Officer Qualification Course through the U.S. Army Institute for Professional Development. He has also completed the Emergency Management Institute All-Hazards Liaison Officer Course (12 Hour) and the State Guard Association of the United States’ Military Emergency Management Specialist Course.
Colonel (CA) Lalor’s military awards and decorations include the Navy and Marine Corps Achievement Medal, Global War on Terrorism Service Medal, Navy Meritorious Unit Citation (2nd Award), Navy Recruiting Gold Wreath Award (19th Award), Navy Recruiting Service Ribbon w/ 2 Bronze Stars, California Medal of Merit (4th Award), California Commendation Medal (5th Award), California Achievement Medal (3rd Award), California State Service Medal w/ Silver Redwood Cluster, California Adjutant General’s Meritorious Unit Citation, California National Guard State Service Ribbon w/ Silver Diamond, California State Guard General Staff Badge, California State Guard Recruiter Badge, Military Emergency Management Specialist Badge (Basic) and other service awards.
Colonel (CA) Lalor’s professional affiliations include membership in the Association of the United States Army, National Guard Association of California and the 40th Infantry Division Alumni Association.
Colonel (CA) Lalor is married to the former Jean Alice Curtin of Syracuse, New York and they make their home in Glendora, California.
